Matt Manning


Matt comes to Jacques & Associates with substantial legal and policy background – including service with the U.S. House of Representatives, U.S. Senate, Department of Defense, and U.S. Supreme Court – to support a variety of clients in the defense and intelligence arenas.

Using his knowledge and experience, Matt develops and executes Congressional and Executive Branch strategies for clients. He actively pursues legislative and administrative opportunities specializing in congressional authorization and appropriations for the Department of Defense. His keen understanding of Capitol Hill procedures and relationship dynamics enable him to be an effective tactician.

Most recently, Matt served as the Military Legislative Assistant to Congressman Brad Ashford (NE-02). In that role, he acted as the Congressman’s chief advisor on the House Armed Services Committee. He also developed and oversaw an issue portfolio that included all defense, intelligence, foreign affairs, transportation, and energy issues.

A native Nebraskan, Matt holds a Juris Doctorate in International & Comparative Law from the Creighton University School of Law and a Bachelor of Arts in Political Science from Creighton University.
